How many people have studied this Kata? What does it teach?

I've studied Wansu for a few years. It is more circular than many of the Tomari katas I know, and it has some nice armlocks and breaks in it.

I have studied a version of it and the requirements of my instructor require learning an antomically correct version of it, that thus far I have only viewed.

There are different versions of the kata, most look very similar to each other and would be recognized easily while others (Isshin-ryu) verge greatly from the 'standard'.

The main thing that all of them teach is "the dump", which in application looks like a fireman's carry throw. In some styles it is also known for it's "hidden punch".
"For he is God's servant to do you good. But if you do wrong, be afraid, for he does not bear the sword for nothing. He is God's servant, an agent of wrath to bring punishment on the wrongdoer."

Wansu is also known for it's deceptive techniques to create the "dump" on all three levels i.e. physical, mental and spiritual. The hidden punch, dump, and kicks are all deceptive and meant to move or dump the opponent on all three levels.
